Todd M. Richard, President

Todd is a small business owner and dedicated to public service with a strong commitment to his community.  He serves as the President of the Water Board, where he works with the Board and employees to ensure Angelus Oaks has access to clean and reliable water resources.  In addition, Todd is the Chairman of the San Bernardino County Fish and Game Commission, where he works to preserve local wildlife and natural habitats, promoting sustainable practices and conservation efforts.  His dedication to public safety is also evident in his role as a volunteer firefighter, where he actively participates in emergency response and fire prevention initiatives. Todd's leadership and volunteerism reflect his deep-rooted commitment to enhancing the well-being and sustainability of his community.

Paul Franklin, Vice President

Paul relocated to the mountains with his wife Barra over four decades ago. During that time, he was affiliated with organized camps in the Barton Flats region. He held the position of president for the Barton Flats Water System and served as a board member for several years, gaining valuable experience in water systems. After retiring from the San Bernardino County Sheriff Department, he spent13 years as the Resident Deputy for the mountain communities. Currently, he is serving as the Vice President of the GMMWC board, contributing to the community in a meaningful way.

Larry Cook, Treasurer

Larry has been a resident of AO since 2013 and has been married to Linda for 39 years. He retired as a 30-year industrial pipe fitter with experience in domestic water production for various companies. He also served as the Director of Facilities at Crafton Hills College for over 13 years and is currently involved with the SB County Sheriff's San Gorgonio Search and Rescue Team and the American Red Cross as a First Aid/CPR instructor. In his free time, he enjoys hunting, fishing, mountaineering, rock climbing, hiking, and backpacking

Ramon Acereto, Secretary

Ramon is a seasoned real estate developer with over 30 years of experience, and has gained further expertise in water companies from his time spent in the real estate business. Originally from Los Angeles, he has been living in Angelus Oaks for over a decade. He is also the founder of Pacific Pines, a residential care facility for the elderly in Angelus Oaks. Now, he is looking forward to enjoying retirement in this wonderful community that he has come to.

Caleb Nazario, Member at large

Born and raised in Yucaipa California, Caleb spent a lot of time in the local mountains hunting, fishing, hiking and camping. In 2015 he moved to Angelus Oaks with his wife, Jennifer, where they have been raising their three children. After high school ICaleb pursued a career in the water industry and has since been employed by West Valley Water District, Fontana Water Company and Yucaipa Valley Water District where he worked for the last 8 years. When he is not spending time with family, he enjoys archery, hunting, fishing, and getting lost in the woods.

Carrie Crider, Administrative Specialist

Carrie has lived and worked in the San Bernardino mountains for 25 years. Moving to camp Mile High Pines as a child she loved the respite and the beauty of the mountains and moved not too far from the Barton Flats Camping area (to Forest Falls) about 4 years ago. She runs and co-runs multiple companies, giving her a wide range of knowledge and proficiency in the bustle of organized and communicative business models. Carrie is also an EMT PCF at Station 99 in Forest Falls, serving her community with dedication and passion. She has 8 children, with her husband DJ and thinks her loud, joyful life is everything her younger self ever wanted. She is also very excited about her new role as Administrative Specialist with Glen Martin Mutual WC and anticipates hearing and meeting the needs of each share holder.

Lee Fulmer, Water Operator

Lee has worked as a Water Utility Operator for over 14 years. Gaining experience and expertise in the treatment and distribution fields. He has accomplished extensive projects in the general maintenance, main service line installs and repairs, surface water treatment plant operations, water samples and reading meters. Certified water treatment and distribution operator at a T2 and D2 level. He has lived in the San Bernardino mountains most of his life, moving from Big Bear (with a gap off the mountain as he pursued his education,) and back to Angelus Oaks for 15 years and currently residing in Forest Falls with his wife Christy and 6 kids. He enjoys all things Motorcross and spends his free time with his amazing family.
